The bad news is ironically the same.

The web has a history of diverging implementations where even when there is a clear specification, the interpretation differs.

The people who pay the price for it today are mostly web developers who jump through hoops to provide a consistent product across web browsers.

The situation with most web standards is improving as the web matures. We have come a long way since the browser wars of the 90s.

Web accessibility standards cannot afford to suffer through their infancy. Users will ultimately pay the price.
